Preparing for a Protection Class Evaluation: Fire Department

Prior to your community's Protection Class evaluation, WSRB will request documentation about your fire department's staffing, apparatus, training, operations, and emergency response capabilities.


 This article outlines the information you'll need to submit, including instructions for completing the Apparatus Inventory workbook.

What you'll receive

Prior to the evaluation, you'll receive an email from WSRB containing:

  • An outline of the requested documentation
  • The Apparatus Inventory (Excel workbook)
  • Instructions for returning the completed materials

Download and save the Apparatus Inventory before you begin.

Required documentation

Please provide the following information and records, where applicable. 

  1. Department Information

    1. Current department roster of all active firefighters and officers
    2. List of all vehicles assigned to each station
  2. Apparatus Inventory

    1. Complete the attached Apparatus Inventory workbook (see instructions below).
  3. Dispatch Procedures

    1. Provide dispatch run cards or dispatch procedures for both:

      • Residential structure fires
      • Commercial structure fires
  4. Training

    1. Provide:

      • Firefighter training records
      • An overview of the recruit training program
  5. Fire Operations

    1. Please include:

      • Structure fire incident reports
      • Pre-fire plans
      • Response time data
      • Fire hydrant inspection or flow testing records
  6. Additional Records

    1. If available, please include records for any additional apparatus tests, inspections, maintenance checks, or other operational documentation requested in the evaluation email.
      1. Pump tests for each pumper/quint
      2. Hose and nozzle testing
      3. Aerial tests of ladder trucks
      4. Ground ladder testing
      5. Foam system testing
      6. SCBA flow testing and inspections
      7. Last five quarters of breathing air compressor air quality testing
      8. Vehicle inspection reports
      9. Last year of vehicle check sheets

Complete the Apparatus Inventory

The Apparatus Inventory is provided as an Excel workbook attached to the evaluation request email.

Department Resources

Begin by providing the total amount of reserve hose and foam available to the department.

Include only reserve supplies stored at stations or other facilities.

Do not include hose or foam currently carried on apparatus.

Other Department Vehicles

Use the vehicle table to list fire department vehicles such as:

  • Brush trucks
  • Water tenders
  • Medic units
  • Command vehicles

Do not include:

  • Engines
  • Ladder trucks
  • Quints

These apparatus are documented on the individual apparatus worksheets.

If your department already maintains a vehicle inventory containing this information, you may submit that document instead of completing this table.

Apparatus Worksheets

Each worksheet tab at the bottom of the workbook is used to document one engine, ladder truck, or quint that is either in service or held in reserve.

Complete one worksheet for each apparatus.

Throughout the workbook:

  • Units of measurement are indicated in parentheses.
  • Additional instructions are included at the bottom of each worksheet.

Apparatus Inventory Example

An example of a completed apparatus worksheet is provided in the Apparatus Inventory Example tab at the end of the workbook.

Use this example as a guide when completing your inventory.

More than 12 apparatuses? 

If your department has more than 12 engines, ladder trucks, or quints, simply copy a blank apparatus worksheet and complete additional tabs as needed.

Submit your documents

Once you've gathered the requested documentation:

  • Save the completed Apparatus Inventory as an Excel (.xlsx) file.
  • Reply to the original WSRB evaluation request email.
  • Attach the completed workbook along with all supporting documentation.

Returning the inventory in Excel format helps WSRB efficiently review and process the information.

Frequently Asked Questions

Can I submit an existing vehicle inventory?

Yes. If your department already maintains a vehicle inventory that includes the requested information, you may submit that document instead of completing the vehicle table in the workbook.

Should reserve apparatus be included?

Yes. Complete an apparatus worksheet for all applicable engines, ladder trucks, and quints that are either in service or held in reserve.

What if I have more apparatus than the workbook provides?

Copy a blank apparatus worksheet and create additional tabs as needed.

Should reserve hose and foam include equipment carried on apparatus?

No. Only include reserve hose and foam stored separately from apparatus.
